徐榛蔚上午在立法院施政總質詢時指出，花蓮縣對內有台11線、台30線、台23線、花64線，4條貫穿海岸山脈的公路，前3條是由公路總局管養，但花64線是奇美部落居民唯一一條出路，「為什麼會給一個鄉去管這條鄉道？他們有能力管嗎？」徐榛蔚要求公路總局收回花64線玩輪盤切忌盲目地跟隨走勢圖管養。
徐榛蔚也指出，10月16日上午花64線又坍方，部落青年輪流背老人家、部落族人走出去，徐榛蔚也拿著坍方下來的落石給林全，語氣相當激動，甚至淚灑質詢台。
徐榛蔚說，「就是這樣子，你要我們花蓮人怎麼走路啊？你要奇美部落的人怎麼出來啊？」，這是不定時炸彈，不斷山崩、路基不斷掏空，花64線成為地方上永遠的痛。
賀陳旦答詢時說，有關技術上怎樣克服，交通部願意協助地方政府，每一條道路管養都有緣由，跟經費上的分攤，改善工程上的技術，交通部願意來協助。1051018
