新北市政府朱立倫市長基於恐怖攻擊事件造成的大量傷亡及對於社會的影響，指示辦理這項演習。假想板橋車站臺鐵電聯車發生不明原因爆炸，造成車廂旅客多人受傷，並於車站置物箱周邊發現疑似有爆裂物，臺鐵局立即停駛所有列車，並通知119、110及高鐵、台北捷運公司，同步啟動自衛編組任務，緊急疏散板橋車站內旅客。另車站內外多處遭人縱火，造成複合式人為災害。
朱立倫指出，演練科目包含大規模避難疏散、列車爆炸事故搶救、反恐維安處置、毒化物處置、前進指揮所演練、大量傷患處置及多點火災搶救等7項災害應變情境，透過這次逼真的演練，使本市各救災應變單位與板橋車站交通管理單位熟悉應變處置與搶救合作之作業程序。
朱立倫強調，惟有透過不斷演練，整合本市縱向及橫向防救災資源，強化關鍵基礎公共設施安全，如此才能在災害真正來臨時，確實為民眾的生命財產把關。(自立晚報2016/10/6)
